Publication Process

Manuscripts submitted to Jurnal Pelita Raya (JPR) undergo a structured selection and evaluation process conducted by the Board of Editors. This process is intended to ensure that each manuscript complies with the journal’s writing guidelines, aligns with its stated focus and scope, and meets high academic standards. All eligible manuscripts are evaluated using a double-blind peer review system, in which neither the authors nor the reviewers are aware of each other’s identities.

Desk Review

At the desk review stage, the Board of Editors examines each manuscript to determine whether it conforms to the journal’s formatting requirements, thematic focus, and scope, and whether it demonstrates sufficient academic quality. If the manuscript does not fulfil these criteria, the author may be invited to revise the work in line with the specified requirements. In some cases, however, the manuscript may be rejected at this stage without the opportunity for revision.

Peer Review

Manuscripts that successfully pass the desk review are subsequently forwarded to two reviewers who are experts in the relevant field of study. The peer review process is conducted within an approximate period of four weeks. Manuscripts that do not meet the standards of the desk review are not sent for peer review and are excluded from further consideration.

Reviewer’s Decision

Following the evaluation, the reviewers submit their recommendations on the manuscript's status. A recommendation of “accepted” indicates that the manuscript is suitable for publication in its current form or with only minimal editorial adjustments. A recommendation of “accepted with minor revisions” signifies that the manuscript is acceptable for publication, provided that the author makes limited revisions in response to specific comments from the reviewers. A recommendation of “accepted with major revisions” indicates that the manuscript requires substantial improvement, for example in relation to data analysis, theoretical framework, or the structure and clarity of the writing, before it can be reconsidered. A recommendation of “rejected” indicates that the manuscript is not suitable for publication in Jurnal Pelita Raya (JPR), either due to fundamental weaknesses or because the issues identified are too substantial or basic to be resolved through revision. The recommendations submitted by the reviewers are taken into account by the Board of Editors in determining the subsequent course of action for the manuscript.

Revision Stage

If the manuscript is accepted subject to minor or major revisions, it is returned to the author together with a review summary form outlining the reviewers’ comments. For manuscripts requiring major revisions, the author is granted a period of three weeks to revise and resubmit the work. For manuscripts requiring minor revisions, the allotted revision period is two weeks. When returning the revised manuscript, the author must complete and attach the review summary form, indicating how each of the reviewers’ comments has been addressed.

Final Decision

At the final decision stage, the revised manuscript is re-evaluated by the Board of Editors in order to verify that the author has responded appropriately and adequately to the reviewers’ comments. Although the manuscript may previously have been recommended for acceptance with revisions, it may still be rejected at this stage if the revisions are incomplete, superficial, or do not satisfactorily address the concerns raised during the review process.

Proofreading

Once the manuscript has been formally accepted by the Board of Editors, it proceeds to the proofreading stage. During this stage, the text is checked carefully to ensure consistency, accuracy, and clarity of language, with particular attention to grammar, spelling, punctuation, and style, so as to maintain the overall linguistic quality of the publication.

Publication Confirmation

In the final stage, the completed layout of the manuscript is sent to the author for confirmation. The purpose of this step is to allow the author to verify that the content corresponds accurately to the approved version of the manuscript. At this point, the author may request corrections to any typographical errors identified in the final layout. After the author has confirmed the final version, the Editorial Secretary proceeds with the process of publishing the article online on the journal’s website.
